No, you can't control your L5000 system from a smartphone without an alarm monitoring plan. You can, however, program a wireless key fob to control basic arming/disarming, as long as you are physically within range of the panel. If you're looking for full remote control of your system with a smartphone, then your only option is to get Honeywell's Total Connect service. In order to qualify, your L5000 must be outfitted with an ILP5 internet communicator or a GSMVLP5 cellular communicator.
